Tagger Object for RITU PSSD

Handles RDT with the RITU 16 strip PSSD detector.



Stores objects per strip in time order up to a maximum search time.

Consists of:
16 dynamic stacks of "Tag" objects
A tag is made of:
A strip object (recoil/alpha energy,y-position,time)	
A map of integer arrays (eg. ge energies & times)
Methods to:
Construct a tag object and insert it into a stack 
Search for n first matching event(s) in a y-range (n>0)
